The Grant Line Road/State Route 99 interchange was originally constructed in 1956 and had become outdated without the capacity to serve current traffic volumes. With the traffic operations anticipated to continue to degrade as traffic volumes increase in the future, the City of Elk Grove awarded a construction contract to reconstruct the interchange in 2006 to meet modern standards for operations and safety. The project replaced the current two-lane interchange that lacked bicycle and pedestrian facilities with a new six-lane facility removing outdated hook on and off ramps and constructed longer on and off ramps to SR-99. The project also included multimodal facilities with class II bike lanes and sidewalks as well as landscaped median, decorative, lighting, and entry monumentation.
Measure A was used to close a local funding gap allowing this project to be advanced to completion much earlier than originally planned. The Project was completed in 2009.
